The Community Advisory Group used Multi-Objective Decision Analysis (MODA) to evaluate the route options. MODA is a process for making decisions on complex issues involving multiple criteria and multiple parties who may be deeply affected from the outcomes of the decisions.
The Community Advisory Group decided to conduct the MODA evaluation using two sets of evaluation factor weightings – one determined by the advisory group and another by the summer community survey.
